The cultural importance of historical and monumental constructions limits, in many cases, the possibility to upgrade them from the seismic point of view, due to the fear of using intervention techniques which could have detrimental effects on their cultural value. The seismic protection of historical and monumental buildings, namely dating back from the ancient age up to the 20th Century, is being looked at with greater and greater interest, above all in the Euro-Mediterranean area, its cultural heritage being strongly susceptible to undergo severe damage or even collapse due to earthquake. Once significant patterns are identified, contexts developed, and expected properties are defined, the NTD process provides the foundation for future decisions concerning the management of significant cultural resources on the Hanford Site. The historic context and the multiple property documentation (NTD) process provides DOE-RL the organizational framework for these decisions.

Decisions made about the identification, evaluation, registration and treatment of historic properties are most aptly made when relationships between individual properties and other similar properties are considered. The intent of this Plan is to enable DOE-RL to organize data and develop goals, objectives, and priorities for the identification, evaluation, registration, protection, preservation, and enhancement of the Site`s historical and cultural properties. DOE-RL has undertaken a preservation planning effort for the Hanford Site.

The recent mission change from production to clean up and disposal of DOE lands created a critical need for development and implementation of new and different cultural resource management strategies. Thus, the Hanford Site contains an extensive record of more » aboriginal archaeological sites and Native American cultural properties, along with pre-Hanford Euro-American sites (primarily archaeological in nature with the removal of most pre-1943 structures), and a considerable number of Manhattan Project/Cold War era buildings and structures. For cultural resources on the Hanford Site, establishment of the nuclear reservation as a high security area, with public access restricted, has resulted in a well-protected status, although no deliberate resource protection measures were in effect to mitigate effects of facilities construction and associated activities. Since 1943, the Hanford Site has existed as a protected area for activities primarily related to the production of radioactive materials for national defense uses. The US Department of Energy`s Hanford Site encompasses an area of 560 square miles on the Columbia River in southeastern Washington. The request for a cultural resource investigation states at a minimum the study shall be a literature search on the narrow one mile corridor along the proposed pipelines, areas included within the various facilities plus a one mile buffer surrounding these facilities. The goal of this study is to provide a literature search and write a historical narrative of the cultural significance of the study area for the proposed W圜oalGas Inc., pipeline, railroad, well fields, and coal gasification plant.
